I'll briefly list each card
Setup-
Anticipate (http://cards.deckstats.net/magiccard.php?lng=en&card=Anticipate), Dig through Time (http://cards.deckstats.net/magiccard.php?lng=en&card=Dig+Through+Time), Dragonlord Ojutai (http://cards.deckstats.net/magiccard.php?lng=en&card=Dragonlord+Ojutai), Monastery Siege (http://cards.deckstats.net/magiccard.php?lng=en&card=Monastery+Siege).
Running Ojutai is counterproductive to building a budget deck, but let's face it; it's a flying tank that triggers a free Anticipate (http://cards.deckstats.net/magiccard.php?lng=en&card=Anticipate).
Counterspells-
Cancel (http://cards.deckstats.net/magiccard.php?lng=en&card=Cancel), Silumgar's Scorn (http://cards.deckstats.net/magiccard.php?lng=en&card=Silumgar%27s+Scorn)
Counterspells that shut down things quickly. What's not to like?
Field control-

This is where a number of my cards are, to ensure that once the field is set, it stays that way.

Draw power and I'll likely have a dragon.
What cards would make better fill ins or contribute to the deck? Again, i'm building on a budget, so no Thoughtsieze, please. Thanks for taking the time to look at this!

Not enough creatures, only running 7 even with constantly countering can be rough (http://cards.deckstats.net/magiccard.php?lng=en&card=Rough).

In that case, what would you suggest I change? The majority of my creatures are already high cost and/or are legendaries, so it's hard to want to add more copies.

For something in a budget, how about sunscorch regent (http://cards.deckstats.net/magiccard.php?lng=en&card=Sunscorch+Regent) or ojutai soul of winter (http://cards.deckstats.net/magiccard.php?lng=en&card=Ojutai%2C+Soul+of+Winter)
