I have no clue how he is a tier 2 commander tbh

you need something to get you artifacts back. anything that hates on your artifacts kills all your creature base as well. Creeping corrosion (http://cards.deckstats.net/magiccard.php?lng=en&card=Creeping+Corrosion) blows your board, yeah you can get forge out but it wont help if your always relying on on a 9 drop that also you will most likely have to tutor up. Open the vaults (http://cards.deckstats.net/magiccard.php?lng=en&card=Open+the+Vaults) is screaming to be in the deck. Or even something as simple (http://cards.deckstats.net/magiccard.php?lng=en&card=Simple) as eternel witness. Also 11 changlings is kinda high. i know you want that scarecrow (http://cards.deckstats.net/magiccard.php?lng=en&card=Scarecrow) etb of reaper king (http://cards.deckstats.net/magiccard.php?lng=en&card=Reaper+King) but that comes with 11 other cards that can help control the field (imo wht a good reaper king (http://cards.deckstats.net/magiccard.php?lng=en&card=Reaper+King) deck should be doing) or even just simple (http://cards.deckstats.net/magiccard.php?lng=en&card=Simple) utility crds. Kuldotha forgemaster (http://cards.deckstats.net/magiccard.php?lng=en&card=Kuldotha+Forgemaster) would tutor up that forge and put in play for the cost of three artifacts, daretti can get useful artifacts out of your grave back to the board, Saheeli Rai (http://cards.deckstats.net/magiccard.php?lng=en&card=Saheeli+Rai) would be solid in the deck as well or tezzert the seeker (http://cards.deckstats.net/magiccard.php?lng=en&card=Seeker).
also this is just side note for budgets sake, YOU DONT NEED DUALLANDS. It seriously adds over 1000 dollars to the deck. Not necessary at all unless you nticipate going to tournaments and beating tier 1 edh decks. which nothing against reaper king (http://cards.deckstats.net/magiccard.php?lng=en&card=Reaper+King), as i LOVE REAPER KING (http://cards.deckstats.net/magiccard.php?lng=en&card=Reaper+King) DECKS, will not do. top tier edh will make crop circles with your little crows.
This is all opinion base so some of these suggestions might not go with what you are going for. Its all just food for thought.

right on, Reaper king (http://cards.deckstats.net/magiccard.php?lng=en&card=Reaper+King) was my first 5 color edh many moons ago. For sure fun, but sadly outclassed by a lot of other shenanigans now. I like how group hatey he is, just my usual mo in my group. I play Gaddock Teeg (http://cards.deckstats.net/magiccard.php?lng=en&card=Gaddock+Teeg) 9 times out of 10 lol
