There is probably cheaper ways to draw the game but I doubt that ruling will remain, drawing by turn 3-4 seems a bit weird.

This might be a way too conservative take: none.

Before Gavi was printed we had so many approaches to find a good cycling commander. Now running something else seems obsolete. Similar applies to Kadena or Edgar Markov. I would prefer payoffs that give you some freedom instead of being a payoff for a single mechanic.

Ill just type first thoughts that come to mind:
If youre playing a reanimation deck, opt for effects you want on creatures. I wouldnt save up for a damnation, id rather run massacre girl. When in the graveyard it makes your commander a boardwipe with him sticking around. The same goes for draw, Arcanis the Omnipotent makes your commander into a repeatable draw 3 + the added benefit of being able to bounce it, if you need to dodge removal or just want a different effect. So just look at your instants and sorceries, type what you want to happen in scryfall and only look at creatures.
To answer your question regarding mana rocks: I think 10 ramp spells are totally fine and running manarocks in a deck which has green and therefore landramp to its disposal is something Id most likely wouldnt want to do.

I just recently threw all commons and uncommons I had out. I also set a hard limit at 10 EDH decks because I have people in my playgroup who own ever card in exsitence multiple times and I find it highly unneccessary.

I would build a green based land ramp shell, why paly rocks when you can play green? Also way budget frendlier since you can play lots of basics and some fetchable duals

So you make infinite mana and then you use her as outlet, which doesnt make them any bigger even if you activate her 20 times? Im confused.

I highly doubt that you can infect out 3+ players with 9 total sources of infect. If you rely on your commander (and other mutates which you can get back) as the main source of beefing the infect dudes up I would recomend playing Flesh-Eater Imp, Phyrexian Crusader, Skithiryx, Toxic Nim and Viral Drake for having added evasion/resilience. From my own experience if you play infect you need to focus really hard on this way of winning. If you really want to add a mill plan I'd add one that kills immediately e.g. painters servant grindstone. Also I would look more into utilty lands, e.g. Shizo, Death's Storehouse, Karn's Bastion.

I am aware of that, so your commander has built in ramp and a safety measure for boardwipes in a creature strategy. Thats quite something.
