I added the scepter to a classic lantern control deck. This gives more options and reliability in my opinion. I removed the spellbomb and added lightning helix as the only win-con.
The deck basically locks your opponent out of anything they want to do. This will give you very long games. Aggro decks beat this deck super quick, you can win by the ensnaring bridge or putting the charm on the scepter.
This deck is not done and I need more input and ideas on how to make it better. I will play it in Modern tournaments in the local mtg shack and let you guys know any updates.
