This looks like a fun deck! I have some input that may make this deck a little tighter. Hope I can help!

+2 Phenax, God of Deception
-2 Diabolic Tutor
(you have 8 cards that can scry, 2 tutors, and 4 Phenax. Your chances of getting the card you need are pretty good. Having 4 tutors is overkill in my opinion and with two mandatory swamps it may be difficult to cast, especially by turn four with all of your "comes into play tapped" lands. Also more Phenax's help protect you from someone using a Path to Exile on it. Having access to 4 of these guys when cheap spells like PoE exist works in your favor. And your deck is built around this card. It is important to have enough of it to make your deck do its job no matter what.)

+2 Propaganda
(This with Kajin/Wall of Tears is really obnoxious. Can't hurt to have access to 4 of them.)

I do not think 24 lands is necessary in a deck that is essentially monoblue. Sure you have 6 black cards in it, but that is an easy fix. And turn four is the earliest you can play one of them. Jwar and Dimir slow your deck down too much in my opinion. Get your walls up ASAP, throw up propaganda, play your counterspells when you need to, then scry or tutor until you get Phenax. The sooner you can make that happen the better. I do not think you'll have issues with mana fixing in this deck.

I am not sure if you have any restrictions on this deck, but here is some input:

-3 Noble Hierarch
+4 Birds of Paradise

I am not sure how much exalted will be used in this deck. You do have the Pridemage as well, but with all of the land buffs exalted doesn't seem to be as good as it can be. Also with Birds you can use it to get red mana as well.

+1 Path to Exile
+2 Boros Charm
+1 Ajani Vengeant
-3 Qasali Pridemage


Pridemage is not the best in this deck. Well, I do not know if this is for casual play or not. I'd take the risk of not being able to remove artifacts or enchantments and replace it with cards that benefit your offense.

-4 Woolly Thoctar

Woolly is strong but doesn't have any abilities and it really picking on the mana required (not really an issue with your fetch lands.... but you could have a 4/4 Knight of the Reliquary out on turn 2 that naturally gets stronger with your mana base or you can make it stronger by using its ability. Not to mention it would be easier to cast due to whatever variance you come across). Also, Knight is really important to use to help thin out your deck since you don't have any cards with that can cantrip.

-3 Temple Garden
-2 Sacred Foundry
-2 Stomping Ground
-1 Marsh Flats

I would try to get 24 lands. 8 of them you can naturally sacrifice, 2 to help with trample , then whatever ratio of Forest, Plains, and Mountains you need on the last 14 cards. If you are already running 3 Knights you need more than 1 plains and 2 forests to make the most of that card. Also remember, you can use a forest, sac if with Knight, get a new untapped land! :D

This leaves you at 64 cards currently.

I would remove 2 lands and both of the swords...... I know. But with Kessig, Rampager, Ajani, and your defensive spells I do not know how much investing 5 mana into getting them on the field and attached would offset all of the other core elements your deck is capable of.

Just some feedback. Hope I gave you some insight! :D

Hey mate! I have some suggestions for your deck! I hope to enlighten you and help you come up with a stronger G/B elf deck! :D

Land: (20 total)
X Forest
X Swamp
-4 Woodland Cemetery
+4 Gilt-Leaf Palace
+1 Urborg, Tomb of Yawgmoth
-1 Pendelhaven

Put in 14 Lands in Deck and figure out the Green and Black cards to figure out the X number of forest and swamp.

Spells: (10 total)
-1 Death Cloud (This is cool.... but by the time you can actually play it (THREE SWAMPS) it won't really be all that useful except for the loss of life.)
+1 Elvish Promenade
-1 Rise of the Dark Realms (This is cute, but no. You don't kill enough to make the most of this card. Plus it is expensive.)
-2 Haunting Echoes (Not really relevant to an elf deck.)
+1 Plague Wind (With Elvish Archdruid and two swamps you'll be able to probably win immediately after casting this.... it depends though.)
-2 Genesis Wave (Too strict on forest mana to play consistently. This is an extremely late game card and I would venture to say elf decks are meant to be more agressive.)
+4 Duress (Control baby!)

Artifacts: (2 total)
+1 Coat of Arms
-1 Door of Destinies (You are sort of spell heavy)
-1 Staff of Domination (You build decks around this card. You can get a turn two win with elves and this card on monogreen, but you are going for G/B.)

Creatures: (28 total)
+4 Llanowar Elves (...this is absolutely mandatory for any and all elf decks.)
+2 Jagged-Scar Archers (Or swap this out for 4 Heedless One's...)
-2 Bramblewood Paragon
-2 Deathrite Shaman
+2 Fauna Shaman
+/- 0 Elvish Archdruid (Consider swapping him out for Priest of Titania.... whatever your heart desires.)
-1 Ezuri, Renegade Leader (Legendary's are cool... but his abilities are not relevant to this deck.)
+1 Jarad, Golgari Lich Lord (Let's focus the deck around this guy. Use Fauna Shaman to tuter this mate then Jagged-Scar or Heedless to do a lot of damage.)
-2 Joiner Adept (No need with only two colors.)
-3 Jorago Treespeaker (We do not need the mana acceleration from this guy.)
-3 Joraga Warcaller
-1 Lys Alana Bowmaster (Depends on the format. I am assuming this is casual with your mates. If you just gain a ton of life with essence warden you might be able to bypass the flyer damage.)
+1 Nullmage Shepherd (good for removal.)
+3 Essence Wadren (Life!)
+2 Imperious Perfect
-1 Rhys the Exiled (Essence Warden covers you.)
-1 Rhys the Redeemed (Imperious perfect covers you.)
-2 Talara's Battalion (Since this is not a monogreen deck you may have issues of getting it onto the field.)

The deck looks pretty good. If anything, I would use less lands considering it's monoblack and the highest casting cost of a card is three (bestow aside).

Maybe try?:

-2 Swamp
+1 Urborg, Tomb of Yawgmoth
+1 Ulcerate

Since you are running monoblack I think you may be able to get away with 22 lands instead of 23. If you do that.....

Also, I do not know if you are using this for casual play or not, but I would recommend getting some dark rituals in here.

Vampire nighthawk on turn one?!?!?!?!?!

If you want to go the dark ritual route I would suggest:
-3 Swamp
-1 Blade of the Bloodchief
+4 Dark Rituals

If you have a dark ritual you can play any card in your dark on the second turn. You can possibly go into turn three with a 5/4 flyer with Vampire Nocturnus.... not bad. Not to mention with less lands Nocturnus' ability is even stronger. Maybe add some terramorphic expanses to help thin your deck out to make the ability as close to as 100% effective as possible.

Just some ideas/suggestions.
