I'll play test with this first before making changes, the SB is very expensive but tokens is an expensive archetype to try to dabble with at a price range this low.

I was right-on again with this deck's land count but I can't consider [[Francisco, Fowl Marauder]] a part of the ramp strategy at the moment because of the inconsistency of getting him whacking opponents early.

I was right on the money for this deck's land count! I'm really hoping that [[Bria, Riptide Rogue]] isn't ungodly expensive, I'm not predicting that a prowess commander is going to hold a lot of value especially because it's not copying spells or whatever, so an Izzet beatdown deck seems like a suboptimal choice in comparison to other Red/Blue commanders.

Given the amount of mill in this deck and the ability to play land from the graveyard, I feel that determining the right amount of land might be overly difficult to calculate, that in combination with the fact that I can cast insect spells from the graveyard  means that only my ramp spells are getting locked in the graveyard for the game. I am unsure if I should consider self-mill as a cheap draw spell for the calculation or not as it has a chance to chuck my [[Sol Ring]] into the graveyard but give me a [[Forest]] in return.

I need to add more ways to buff [[Francisco, Fowl Marauder]] sooner/easier, I found myself only resorting to Breeches as a viable commander with Francisco sitting around

This was deceptively strong, I played this against two much more serious decks and in a very short amount of time my board was a priority target, Starlight Spectacular is a goated card.

I'm a total noob at this game but I had the same idea while going through my own commons, It's a little pricey of a card but, Resplendent Angel is a great snow-baller of a card for this type of thing!
