Personally I am a fan of Dowsing Dagger as pseudo-ramp but I think to make it work you need to manage your expectations. Your turn 1-3 sequence could be viewed as the perfect scenario but it is not how I play it. The main deck where I use it is a Boros Voltron EDH deck, so not only you have difficulty with draw and ramp because of colours but to make it harder the strategy itself requires speed. My aim with that deck is to start doing Commander Damage from turn 5.

With all that in mind, how I usually play Dowsing Dagger in around turn 3, expecting it to flip and be ready on turn 4. The perfect hand would have Sol Ring to play on turn 1, but in practice I usually have 2 CMC mana rock.

1. Land
2. Land + Mana Rock
3. Land + Creature + Dowsing Dagger
4. Attack & flip Dowsing Dagger

This is just the average sequence, it gives me potentially 7 mana on turn 4, which is plenty for my plan. It does vary, it can be 5 or even up to 10 mana. It  mostly changes depending on what creatures I have available in the early game, if it is a 1 CMC Creature with Haste you can flip the dagger faster, but most of my creatures are 2 CMC without Haste. The sequence also changes if I have to tutor for the dagger.

So I wouldn't think of the dagger the same as normal green ramp spells, just as an alternative in decks that don't have green and work well with Equipment, or unblockable creatures. It will also be affected by your opponents, you'll have more success with it in casual games I'd think. Though in my experience there is usually at least one person who doesn't play creatures early, and even if they do, many people won't want to block with their mana dorks this early on, they need the mana.

Other deck I find it useful in is my Angel Tribal, where out of 26 creatures, 22 are Angels with Flying so pretty good chance they can get around blockers. In that deck I don't care much about flipping the dagger early, the Commander is Akroma so getting a boost of 3 mana to get to 8 is welcome even in later turns.
