You are right that Glint-Horn's first ability would trigger and deal one damage and the Anje would untap, but Library would not let you put the card on top of your library since you discarded it as part of Anje's ability's cost.

It could be used as a potential card to discard cards with madness and by drawing more cards with madness continue doing points of damage and discarding playing the synergy of the deck.

The strategy revolves around Go-shintai.
