Well, I've been testing it against Azban Midrange tonight since that's the top deck in standard at the moment as far as number of wins at REL - Competitive tournaments, and this deck straight out hoses it. I can create a total vacuum of tempo for them while I'm sitting nice and pretty the whole game chipping away at their life and creating card advantage for some serious gas as well since it hits threshold for delve super quick. This may actually not tank competitively, which would make me happy given the low cost of this deck.

I want to run this in Grand Prix, I'm working on the sideboard and I need to playtest at FNM for the GPT and GP. If I do run it at GP, the Mountains will be replaced with Shivan Reef.

Dissolve is strictly better than Cancel, so I would strongly suggest that swap.

For a deck driven off of non-permanent spells, Treasure Cruise is a powerhouse that will blow Divination out of the water. Another option, my favorite draw spell until Ancestral Recall 2.0 aka Treasure Cruise was released, is Think Twice.

Permission decks typically run 25-28 lands. You must always hit 4 lands consistently every game or you'll sink super fast not having access to hard counters and multiple conditional answers. Bump up to 25 and you should nail the land drops. Evolving Wilds is one way to up the land count and thin the deck out to make draws more relevant. Mono blue may have a simple mana base, islands and go, but it's very important to get them out since there is no acceleration.

Void Snare is nice for U, but Boomerang is way more versatile for UU.

Any reason you're not running Goblin Rabblemaster? He keeps going up in price, but that's because he's a must answer threat. Worse case scenario you'll likely get a goblin token then lose Rabblemaster the next turn, using up their removal. Foundry Street Denizen gets +2/0 the first turn and if Rabblemaster sticks around, +1/0 each turn.
