yes, Zur can lock down an opponent's commander pretty brutally.

Hyena Umbra and similar auras are very effective.

Nice in my Zur the Enchanter deck. Though usually I tutor up something to eff with the other player's commander. Like Frogify.
Hint: Imprisoned in the Moon and Darksteel Mutation are better since they can't get their commander killed so easily. With Frogify they can make a deal to attack someone and have that other player block so that their commander gets killed and sent back to the command zone.

I just found this primer and I have a Tovolar deck in the EDH section seeking comments right now.

One thing that I've seen others advise - this deck wants to attack, as much as it can.  Hence Relentless Assault and Savage Beating.

and you will be drawing cards, so you might want to have Reliquary Tower or other similar cards in there to increase your hand size.

and I would suggest Wild Growth for spiciness.

But a very nice primer and my deck list and yours have a very large amount of overlap.
