Okay, I really like this deck. I run a lot of counter based stuff, so here's what immediately springs to mind. Arcbound Slith, Arcbound Stinger, Arcbound Worker (which I see you have), Throne of Geth, Skeleton Shard, Animation Module. Sac to the Throne to proliferate, drop the counters on a stinger, pay a mana to get a servo, pay a {B} to get the sac dude back, do it again next turn. Unfortunately I don't really know how your deck plays well enough to recommend cuts very strongly, but what I like least from what I've seen are the Herder, Sower, Nullifier, Asp, (out for the Stingers / Slith maybe), Steady Progress (out for the Shard maybe), and Clasp (out for the Throne maybe). If you do cut any of the Processors, I'd go on to swap the Grim Affliction (s) with Wasteland Strangler. Alternatively you could run less on the creature proliferation and go hardcore into denial of stuff, in which case I'd recommend filling out the playset of Nullifier, add in the Wasteland Stranglers, and add in a set of Jester's Scepter. For that I'd cut... the Sower, the Herder, the asp, the afflictions, for the Stranglers and the Nullifiers and... not sure what to swap for the Scepter. Also as an aside, trading post is mad value and I love it and maybe it has a home here somewhere, but I'm not sure. Okay, I think that's all I have to say about this deck right now. What do you think?

Might I recommend squeezing in a Sunblast angel in there somewhere? With the sleeps and the authority of the consuls, it's pretty much a one sided board wipe, considering how vigilant you can be.

What's the point of turning other permanents into artifacts, since Saheeli Rai can already copy all of your non-land permanents except for herself, and I didn't see any other on board artifacts matter cards, just tutors or artifact etbs. Is the ability to get extra lands really that significant?

So, if I'm reading this right, you require the intruder alarm, a mana generating creature, and the "elf for 1 mana" creature. To reduce the number of cards needed, but possibly weaken the "what if I don't combo" potential, you could add Presence of Gond. To be less reliant on the intruder alarm, but weaken your mana base, you could grab a midnight guard, although that really only works with the presence of gond and doesn't really work with the mana using portion of the combo.

In budget variants, for any Phaenax you can't afford, you could put in a Doorkeeper. It fits with the theme of walling and milling, it's just a lot slower and costs mana. That said, I think it might be a worthy inclusion even with the full amount of Phaenax, just as some extra early game payoff for the walls, since Doorkeeper comes down turn 2 and starts milling turn 3. You could also make an argument for Jace Beleren and or Vision Skeins to get your opponent to draw that fatal zeroth card on your own turn and denying them the untap step, but I'm not sure how good that is; I play mostly "jank combo" style decks, and this isn't exactly one of those.

You might want to swap Gelectrode with Thermo-Alchemist, if you're primarily using it for the face then it's better stats for easier mana.

I think you might be running a few more lands than you need, since the spells you actually cast are all fairly cheap. Also, I don't think Holy Day has a place in this deck. Plain old life gain at most buys you a turn, but card draw can effectively put you a turn ahead, and counterspells can effectively put your opponent a turn behind. For your deck, I'd say See Beyond, Azorius Charm, and Mana Leak would be good options.

Without knowing what meta you'll be in, my concern is the seeming lack of draw power given how easily you'll be able to dump your hand. Distant Melody is an excellent pauper tribal draw spell, although it does cost 4 mana. You could also potentially use Thought Scour and Lonely Sandbar. Of course, you'd have to take something out to put something in, and knowing what to take out comes with playtesting. At first glance, I'd say to look at possibly the dream twist, the mind sculpt, and the curse of the bloody tome as potential targets to run less than 4 of, but really it should come down to whatever you're the least excited about seeing in your hand when you draw it.
