They may not be, but I haven't seen anybody seriously try; they are definitely mid-range.  However, there are some interesting combination that frustrate the opponent, ex: Disinformation Campaign during main phase, attack with Nightviel Sprite, and campaign again.  Also, surveilling multiple times on the same turn with Doom Whisperer to pump Dimir Spybug (has menace).  Lastly, it won't rotate in October, so I will get to play with it for almost 18 months.
