I dont think that you will ever have 10 Lands on the field.
Maybe replace Budoka Gardener --> Sakura-Tribe Elder.

I also dont see why you play Earthbrawn, it helps weak creatures to kill stronger ones, however all your creatures are strong (expect the Tokens from Avenger of Zendikar).
Maybe  replace it with  2 Pulse of Murasa for Evolving Wilds, Sakura-Tribe Elder in early- or a bigger creature in late-game.
and 2 Evolution Charm.

Maybe replacing Return to the Earth with Beast Within the 3/3 Beast can be killed by every creature of yours.

Also you should play less Lands, maybe only play 18-20 Forest istead of 22.
Play 2 Nissa, Worldwaker (slow and greedy)
or 2 Khalni Heart Expedition (good in early, bad if you draw it later on) (you should play Harrow if you play Khalni Heart Expedition)
or 2 Cultivate.

You also could play Mwonvuli Acid-Moss good against Tron (I think).
Sylvan Ranger to have an additional turn 2 creature on the board.

Is there a reason why you play Memnite, for me it seem pretty random in your deck.
I would play more counterspells eg Hindering Light (Love it).

I think you play Perimeter Captain to have a sustain, however the most games i think Stalwart Shield-Bearers would be better.
It also brings Ludevic's Test Subject out of Lightning Bolt range.
You could still play Perimeter Captain in your Sideboard.

Finaly I would reduce the amount of Lands to 18-19.
Maybe adding Fog Bank (Defensive) or Plumeveil (Suprise-effect).

It seems to me, that your deck has a rough start.
I would like to make 3 changes to your deck.

Correct me if I am wrong, you want to use Dispatch to exil a enemy creature right?
However in your early you will not have 3 Artifacts on the field --> so it will just Tap the enemy creature.
I would consider playing 2 Ultimate Price and 2 Go for the Throat (2 of each for flexibility)

You wanna play Thoughtcast in the early to find your key cards, however again, in your early you dont have many Artifacts on the field.
Thoughtcast  would cost too much i think. I would think about
2 Clutch of the Undercity (Transmute --> Master Transmuter or Phyrexian Metamorph , or if you need to Supreme Verdict)
2 Serum Visions

I dont realy see why you play Ethersworn Adjudicator.
For me it is a turn 5 play it (do nothing else on turn 5), and on turn 6 you can destroy 1 creature (if your opponent have not killed it)
I would suggest playing 2 Hindering Light (I love this card),
or 2 Lingering Souls, they are sticky as fuck and can block alot.
or 2 Ethersworn Shieldmage, these would even work pretty well with Master Transmuter return the Artifact to your hand, play it again to protect your creatures. in addition you can flash it in to protect your Tidehollow Strix on turn 3 (I know not too fast, but maybe fast enough)

The List seems to be alright.
Why do you only have 2 Voice of Resurgence in your deck? I would play the other 2 also in the main deck and cut 1 Intangible Virtue and 1 Druid's Deliverance .

I think you  might have the problem, that you wanna play creatures in your turn and then you dont have the mana for Druid's Deliverance in your opponents turn.

In case you play against a black control deck you will not have too many creatures on the board --> Wayfaring Temple wount be too good, have you considered Apostle's Blessing?

Dawn Charm does not help you against storm at all.
Dawn Charm only counters 1 spell which lies on the stack, storm decks put X spells on the stack due to the fact that it is copied when you cast it:
Storm (When you cast this spell, copy it for each spell cast before it this turn. You may choose new targets for the copies.)

I would also recommend Isochron Scepter to copy Holy Day or the Charm.

In addition Riot Control and Pyroclasm fight against each other:
Pyroclasm --> kills all the little ones
Riot Control --> you need alot of enemy creatures

Deflecting Palm also only works (well) on big creatures --> i would recommend cutting the Riot Control and adding additional Pyroclasm

I think this deck would be better if:
you would play some cards more than 1 time (e.g. Catacomb Sifter , Creakwood Liege , Woodlurker Mimic )
and other cards not at all (e.g. Creakwood Ghoul , Dragonsoul Knight , Viashino Slaughtermaster , Matca Rioters , Thrive , Canker Abomination , Nobilis of War , Brute Force ).
Reasons for my examples:
Catacomb Sifter - you have many cards with higher costs
Creakwood Liege - very valuable if it stays on the board
Woodlurker Mimic - in case you have a priority on green/black

Creakwood Ghoul - extreme slow
Dragonsoul Knight - you dont have the mana to activate its ability and a 3 mana 2/2 first strike is not too good in your deck
Viashino Slaughtermaster - extreme slow and not what you want in your deck
Matca Rioters - in the best case it is a 3 mana 3/3, which is not good at all
Thrive - slow, slow, slow
Canker Abomination - you dont have any cards which decrese the number of creatures your opponent has --> most likely a 4 mana 1/1
Nobilis of War - you will never ever have 5 red mana
Brute Force - the mayor part of your minions already has very high stats

Since you say it is your first deck, in modern it is not common to play every card only 1 time.
You might consider buying some additional cards (there are also some cheap ones, if you like)
(Elite Scaleguard , Ainok Bond-Kin , Hardened Scales , Abzan Falconer )
(Anafenza, Kin-Tree Spirit , Avatar of the Resolute , Archangel of Thune )
In general, +1/+1 counter decks are not very strong and you most likely wont be able to win in a turnament with it.

I realy like the idea, sadly it doesnt realy work.
I tried 50 starthands and in none of them where the right cards, maybe reduce the lands to 15 if you realywant a turn 1 win.
However I was impressed by the idea, didnt think that this is possible in modern :)

I dont realy see this deck work, you also dont have infinit mana (if your devotion to green is e.g. 6 and you tap Karametra's Acolyte, you "only" get 6 mana).
In the case you have Karametra's Acolyte, Staff of Domination and "5+ devotion to green" on the field, you are able to draw 1 additional card, because you have to TAP Staff of Domination to do so.
And that all only works if your opponent doesnt destroy any of your permanents.
