I'm reasonably sure that the prowess trigger resolves on casting, not on entering the battlefield. Panharmonicon therefore does not work.

I think that Read the Bones should be replaced by Prophetic Prism. It works with Panharmonicon and also makes your mana-base more resistant.

I would also swap Avacyn for Linvala.

RWU Ascendancy Creature Aggro

This deck relies on cheap creatures with either prowess (as in the case of Jeskai Student, which makes a great blocker) or Seeker of the Way, which is simply an amazing card.

This Deck is not a Tempo Deck, it comes down as an aggro deck and should be played extremely aggresively. You can side to more burn and draw against control in exchange for creatures, and against mono red/black aggro the same applies.

I'd be interested in what people think of how it plays, but so far its looking pretty good. Its able to cope well with MGD, and destroys the pro-tour Jeskai Tempo deck. The only thing im slightly worried about facing is the Mono Black Human Obelisk of Urd deck, which if I get bad mana could outpace me.

Blue Black Chasm Skulker Draw

This deck is built around card draw, with lots of creatures less then CMC4. Nylea's presence is included as a splash of green to accomodate the islandwalking squid tokens.

Any comments/suggestions appreciated. I'm only playing standard currently, and I'm unwilling to buy/don't have any Ravnica block cards as I started after M14 was released and Ravnica will cycle out shortly.

You are correct in both counts. Your opponent having hexproof (I'm assuming from somthing like Aegis of the Gods) would not help him against Mogis' ability, But would help him against cards that have the wording "Target Player", for cards such as Lava Axe and/or Traumatise.

If you read the wording for any bestow card it will say that the creature that you are bestowing on your target is an aura, and therefore it will be a fair target for being exiled by Silence the Believers.
