If you are going to go Legacy, and you already have Urborg, Tomb of Yawgmoth, you might as well throw in Zombie Lord. That gives all your zombies Swampwalk, and all lands (including your opponents) are swamps. You have an unblockable undead army. Hey G. Moto,
Cthulhuman and I have been having an offline conversation around some of the mill ideas you and I have been discussing regarding my Innistrad related UB decks. I filled him in on essentially the whole private discussion we've been having. That said, you know I play 100% tribal. Is there anything you might add/change for Cthulhuman that is not necessarily Innistrad or Zombie tribal that would be worth his investigation?

I like G. Moto's idea of zombies, as he an I have had many conversations around mill decks and zombie decks. Some mill the opponent (Geralf's Mindcrusher, Rotcrown Ghoul; some self mill (Armored Skaab, Crow of Dark Tidings, Forgotten Creation, etc...). While self mill types tend can be a bit of a concern as to whether you are hurting yourself, try adding Psychic Spiral. This shuffles your graveyard back into your library, and then mills the opponent for the # of cards you just returned from your graveyard to your library. I like to have that card handy in SB for my black/blue zombie decks when playing against mill decks that use creatures like Nightholwer, Consuming Abberation, etc... because I can quickly get the cards I need from my library to my graveyard (either through my own creatures or through their spells), and either return them from my grave to hand, grave to battlefield, or leave them there if they aren't critical to my combos. Then when they swing with their big, buffed up critter that is taking advantage of the creature cards in your graveyard, throw down Psychic Spiral and *poof*, that big bad creature is now a bug to be squashed. Preferably with an army of zombies at your disposal.

What is the reasoning for only 60 cards? I'm only asking because I once thought that limiting to 60 cards, 4x of each card was the perfect way to build a deck. While it certainly helps your odds of getting your combo... I'm not seeing a combo in this deck (if I missed it, please point it out.).

While I'm not claiming to be an expert deck builder, I have run through many iterations of Zombie decks. Some have failed miserably, other worked pretty well. Here is my current deck, which works well but can still probably cut some cards (Grave Pact would be the first one to go). Please see the deck description for explanation of the deck function and reasoning for cards. Hopefully it will help.

Might I recommend throwing in Puca's Mischief? It's an enchantment, and it allows you to give/trade permanents with opponents on your upkeep. Demonic Pact, after you've burned the first 3 options, for instance.

I have a deck built around giving the opponent stuff that hurts them.

I like the deck, but just curious, why use Swamps instead of Wastes? Both are basic lands, so could not be targeted by spells that effect non-basics, but could enable you to fetch using spells/artifacts that say "Search your library for a basic land...". And just for storyboard fun, Wastes are created by Ulamog and his spawn, so it fits with your deck.

I have a few zombie decks if you want any ideas. My first recommendation would be to ditch the Submerged Boneyard, and replace with Watery Grave, Drowned Catacombs, or Darkslick Shores, as at least they provide an opportunity for the land to immediately usable (rather than automatically tapped). I'd also replace something with Gravecrawler and Diregraf Ghoul. They are quick to get out, and Gravecrawler just keeps coming back for more.

My current deck is legacy due to Zombie Master, and needs to be updated. The rest is modern legal though. https://deckstats.net/decks/43397/316550-zombies

If I may make a recommendation, since you've chosen to use Zombie Master, you should throw in some Urborg, Tomb of Yawgmoth. That way, all lands are also swamps, enabling all your zombies to be unblockable, no matter the adversary.

Something you might consider are Aether Vials. I know the cards are pricey, but they allow you to bring out your werewolves without casting spells, so they'll transform on next upkeep. Also, you can bring out your creatures on THEIR turn and surprise them. I'd also recommend adding Moonmist, as it prevents all combat damage from non wolf or werewolf creatures (so your damage still goes through), AND it transforms your werewolves to their non-human form.

Just in case you are interested, here is my current Werewolf deck. I do have to preface this with the fact that the circle I play in has some VERY fast decks (game is usually over by turn 4-5), so I've had to find ways to speed up my deck and slow theirs down. Also, I don't think you need both Doom Blade and Go For The Throat. I'd have 4 of one or the other, and sideboard the other card if needed.

10 Creatures seems a bit on the low side. You might want to look at Wight of Precinct Six, or Nighthowler (both similar to Consuming Aberration, growing in P/T with each creature/card in your opponents grave yard). But you'll want to watch out for things like Psychic Spiral, which could result in you suddenly finding yourself with low P/T or dead creatures. Maybe some counter spells to help stave off such disasters...

As a follow up to Vincent's comment, look at Watery Grave. It is both an Island and a Swamp. You can pay 2 life to have it come in untapped if you need it right now, or don't pay the life, let it untap on the next turn, and then play a Drowned Catacomb (comes in untapped cuz you have an Island and Swamp with Watery Grave). Now you have 2 dual lands ready for use.
