I absolutely will not use the absurdly power-crept Modern Horizons Card. The monkey, Murktide Regent, Urza's Saga, Unholy Heat, etc.

Generally I love what the two sets added (Esper vial with Soulherder is probably my favourite deck) but there are some cards that were blatantly designed to be good and sell packs and so I will never purchase those packs or cards as I feel they're bad for the long-term health of eternal formats. This isn't so much a problem for me with a card like Urza that just ended up being an insane combo piece but is more so an issue in my eyes when WOTC just decides to make a one-mana murder for red or gives blue the best two-mana beater there is because they are so obviously going to warp formats and are just designed to say fk the colour pie, buy new packs.

A few things
  • You are correct in playing this deck defensively. It's a deck full of creatures that can't attack and no combos. Not really any other possible way to play the deck if I'm looking at it correctly.
  • You don't need 28 lands In a deck with an average cmc of 2.95. I would recommend going down to 25 lands along with including one or two man lands for purposes listed below (I would recommend Celestial Colonnade if you can afford it and Stirring Wildwood if you're working with a budget, which I assume you are due to the lack of untapped duals).
  • To go with the last point, the curve of the deck is somewhat awkward. If I were you, I'd replace some of your lands with mana-dorks like Avacyn's Pilgrim, Birds of Paradise, Llanowar Elves, and their ilk. Additionally, I would replace some of the seemingly redundant parts of the deck with the recommendations below (Angelic Chorus, Brave the Sands, and Tower Defense don't really contribute to you winning the game)
  • If you don't draw High Alert, or if your opponent destroys it, you have literally no way to win anymore other than your opponents decking themselves. This is a problem. Adding mana-dorks and man-lands can help by giving some small amount of incremental damage without this, but I would additionally add some card draw (Wall of Blossoms and Wall of Omens are great for this) along with protection in the form of countermagic.
  • A really good top-end card that's pretty budget-friendly and would help with a number of the issues listed here is Arcades, the Strategist.

I Just kind of wanted to make a deck that can complete every achievement by itself without going more than two-colour. (It can technically be done in mono-white, but no other mono-colour)

This deck can complete every achievement.

The hope is that you can draw through your deck and then complete all the achievements once your deck is in your hand.

With control-based decks I feel that reactiveness of Dark Betrayal provides a greater upside than the ability for Liliana's Defeat to hit black planeswalkers, which barely see any play in the format, especially at a time when the format is so well-dominated by aggro and tempo decks.
