If you have that sort of budget, use Stoneforge Mystic.
There are 3 SFM in it ...

Lol. Missed that. Make it 4 then. :P

Bant Butt Taxes

Based off of a recent MTG Goldfish Selesnya deck. You use a few cards to make your creatures fight with their toughness, then you beat down with creatures that also happen to restrict your opponents. This gives it good matchups against both combo and aggro.

The benefit of the deck is that mainboard Eidolon of Rhetoric wrecks Lotus Storm, Tocatli Honor Guard wrecks Dimir Inverter, Permeating Mass wrecks Golgari Stompy, and Fae of Wishes // Granted along with Arboreal Grazer gives you a hard answer to Bant Spirits. The deck is very strong against the current meta and I believe it could actually see competitive play.

The best part is that if you dumb down the land base, it goes down to costing under $50.

Thoughts on improvements? What weaknesses need to be filled. Did I miss any obvious butt fighters?

Fantastic deck! May I suggest adding in a few copies of Torban, Thane of Red Fell and swapping 4 Islands for Mountains (since you need more anyways). If you need to remove cards, I would be removing Izzet Staticaster, Gelectrode, and Shock first. Their good in the deck, but overall they're not the greatest cards.

Also, if you want a fun card, Chandra's Spitfire would do great with this setup.

I would suggest looking up Mardu Pyromancer decks for some ideas. I'd as well look up Modern Selesnya Token decks for some more. Your deck seems to be doing too many things at once, though (disrupt, make tokens, and buff them), and I'd suggest a simpler build with more spells and 4 copies of Mardu Pyromancer (and since you seem to have the money, add on 4 Monastery Mentors). The tokens will make up for themselves.

I would also suggest cutting back on the colors a bit. Your current deck would leave you frequently mana screwed.

Intangible Virtue is decent, but it gets much better when mixed with Lingering Souls (which wins some games on its own).

Number 1 tip for people building decks is that it is generally best to have 4 copies of as many cards as possible. The odds of drawing a cool combo if you only have one of each card is super low, whereas the odds of getting it if you have 4 copies of each is about 16 times higher.

As well, focus on cards that boost your strategy. If you never draw cards like Death Baron or Rooftop Storm, there's not any reason to have so many Zombies. It isn't a zombie deck unless you have cards that actually benefit from you having zombies. Try looking up Instants, Sorceries, Enchantments, and Planeswalkers that mention Zombies as a starting place, then look up competitive decks that use Zombies (don't worry; there are definitely some budget cards even in a professional deck).

There is no reason to have anything that deals normal damage to your opponents, so a lot of the cards that you threw in are actually kind of pointless:
- Sheoldred, the Whispering One
- Ghastly Conscription
- Desertion (it's pretty unlikely that your opponent is running an infect deck)
- Erebos, God of the Dead
- Open the Graves
- Lotleth Giant
- Drana's Chosen
- Phyrexian Obliterator (although I might keep him for defense if you change it to mono-black)

At this point, a lot of your more expensive cards are gone, so I'd remove:
- Caged Sun
- Thran Dynamo
- Crypt Ghast

Then, sadly, having a creature that gives other creatures +1/+1 does not count as them having +1/+1 counters, and Death Baron only boosts very few cards, so I'd remove:
- Death Baron
- Herald of Secret Streams

I have no idea what benefit this card has:
- Thran Lens

At this point, we need more ways to beef up the good cards you already have. If you have more copies, I would add more:
- Whispersilk Cloak
- Hand of the Praetors
- Necroskitter

I also would seriously consider making your deck mono-black, because blue doesn't add a ton. This would mean that you don't get to go proliferate-crazy, but it would definitely improve the deck. If you want to stay blue, though, Contentious Plan is a great budget card for your deck.

It's a pretty well-built deck, but I'm not sure you have too good of a backup plan if you don't draw Dreadhorde Arcanist. I'd throw in Grisly Salvage to dump good spells into the graveyard as you look for him.

How are you going to play Kunoros, Hound of Athreos?

Especially in a tribal deck like this, I would suggest not putting so many cards in it that there are only one copy of.

A more consistent, powerful deck would probably have:
4 Venerable Knight
4 Smitten Swordsmaster // Curry Favor

I'd suggest getting rid of the "Adamant" knights, since your mana base is so spread between three colors. They aren't really that good anyways.

Is there any way to fit a card like Rule of Law into this and make it into a Jeskai deck that just counters and fills your opponent's hand?

If you added White, I'd definitely at least add Silence, since the card disadvantage would definitely not be a problem.

If this is a casual deck, then Temur Battle Rage would be great. I'd replace some Titanic Growth copies because you already have Growth Cycle. Vivian's Arkbow seems a little out of place here, and it doesn't really fit into your strategy, since you don't really care too much about which creature you're buffing.

I'd recommend looking up Boros Feather decks (both Pioneer and Standard). They would have a lot of good suggestions for Red cards.

As well, enchantments do count as targeting spells, so Cartouche of strength is fantastic.
