I like the deck in general, but I don't like very much the Swell of Growth because in the hands I've test-drawn I always play the lands soon enogh so most of the time I wouldn't have any to put from my hand. Not fan of Elemental Uprising (but maybe because I didn't see it in action). How about some Nissas? I like Nissa, Vital Force or Nissa, Worldwaker for this deck. I like the idea of explore to play additional lands if any and draw a card.
I think I would add two Nissas (one of each) and 2 or 3 explore, instead of Swell of Growth and one Elemental Uprising.
I'd like to test it against someone, but that's my opinion so far.

I really enjoy budget decks but at first look seems like some things won't work well in yours (of course this depends on what people play in your group). I'll tell you what I think and some things I would change, but of course this is your deck and you can do with it as you want. I'll just write my opinion.

You have only a few creatures for Yahenni, Undying Partisan's second ability and Altar's Reap for example. Consider adding Festering Goblin, Shambling Goblin and Perilous Myr instead of some of the auras.
You could use a sweep or two. Infest is a cheep one, and there's also Drown in Sorrow if you can get it
With the commander's ability you should activate morbid preety easily, so cards like Skirsdag High Priest, Malicious Affliction or Tragic Slip could be good additions. There's also Wakedancer in the morbid section.
I'd take Despise out, since for your deck is better to let them cast the creature and then kill it, than to discard it. And I'd personaly prefer instants over auras for the removal, so that you can pump Yahenni as surprise.
If you'r planning to kill lots of creatures Blood Artist could do a great job. Zulaport Cutthroat and Pawn of Ulamog could be nice too, only they only work when your creatures die.

I'm wondering if you could get Bring to Light to work in the deck?  Since you're running 5 colors, Bring to Light could help you get out some of the more useful creatures.

The thing there is that if you cast Bring to Light with a cascade you ruin it

About rift bolt, I like it better than shock and burst lightining even if it's a sorcery. I prefer the damage/cost ratio than the eot in this case. I see the hand running empty really soon so the spells must do their best

I don't like Burst Lightning very much either, since very few times you'll be able to pay the kicker and it's just a shock. How about Searing Blaze or Searing Blood?

It must be fun to cast a Vexing Devil and that the opponent chooses to get the 4 damage for you to sacrifice it, and in response sacrifice it to  Collateral Damage :P

Thanks, I haven't considered agoraphobia, but it's not estrictly better, since tightening coils brings to the ground a flying blocker and agoraphobia doesn't. Both have their own benefits. I think I'll run 2 of each :)
