I'd put a couple of Watery Grave.
You can always fetch for them instead of Underground Sea at the end of opponent turn, when  able. In doing so, you minimize the chances to put them into play tapped.
I also think Hedron Crab + Brainstorm would work better than Increasing Confusion and Visions of Beyond.

With white, you can add Armageddon.
With green, you can add Ice Storm, Thermokarst and/or Winter's Grasp.
I suggest to use Birds of Paradise or even Llanowar Elves instead of Lotus Petal for ramping.
I recommend Trinisphere or other taxing effects.
You need some finisher too.

It looks like the Lantern Control deck that exists in Modern.
Perhaps you could take a look at some lists and primers to pick some advise.
Also, Zur's Weirding could be a cool option.

The most common combo with Sharuum is to reanimate Phyrexian Metamorph (or Sculpting Steel), then copy Sharuum and go infinite with it. You can then win with stuff like Bitter Ordeal.
You can even have Sharuum in your 99, so that you can tutor for her and cheat her into play in several ways. Your general could be Sydri, Galvanic Genius instead, who would enable even more combos with Voltaic Construct etc.
Another combo in Esper colors is Doomsday for Second Sunrise loop.

If you switch to white instead of blue, you can play Weathered Wayfarer and tutor for Dakmor Salvage.
Discard Salvage with Seismic Assault to draw 2 cards with the Swans, use one draw to dredge Salvage, rinse and repeat.
This way you don't need so many lands in your deck and spend more slots for answers, tutors etc.

Cards that I consider weak (especially in multiplayer):

Altar's Reap, Painful Lesson (Night's Whisper is better and I won't play it anyway)
Argentum Armor (unless  you have a way to cheat on the equipment cost)
Cellar Door (3 mana for a 2/2 is mediocre)
Demon's Grasp, Final Reward, Hideous End, Torment of Venom (in multiplayer, you should rely more on mass removal than spot removal, and these are overall weak anyway)
Despise, Inquisition of Kozilek, Lay Bare the Heart, Mire's Toll (single discard isn't that effective in multiplayer)
Grim Discovery (Phyrexian Reclamation is far better)
Murder (just play Hero's Downfall instead)
Quest for the Gravelord
Ritual of the Returned (there are a ton of better options, Necromancy being one of them)
Trespasser's Curse
Untamed Hunger
Bala Ged Scorpion
Blistergrub, Tattered Mummy (these are interesting only if you have a way to go infinite with them)
Blood Scrivener
Cadaver Imp
Carrier Thrall (as said, play Pawn of Ulamog instead and focus on creatures that create two or more tokens)
Fetid Imp
Foul Imp
Giant Scorpion
Indulgent Tormentor (play Bloodgift Demon instead)
Nightmare
Null Caller (same as for Cellar Door)
Priest of the Blood Rite
Renegade Demon
Sangromancer

I know it's a whole lot of cards, but don't feel bad for it.
We all understand your card pool isn't infinite and probably many cards we're suggesting are out of your budget.
Nonetheless, there is much space for improve your deck little by little.

Ok, then I will definitely put Nim Deathmantle and Ashnod's Altar.
They can go infinite with Grave Titan or any other creature that creates 2 or more tokens.
You can even go infinite with Gray Merchant of Asphodel, provided you have something like Pawn of Ulamog in play.
Altar fits in your strategy even without the combo, it's a no-brain in my opinion.
Other cards you should add:
Living Death
better tutors (Demonic Tutor, Vampiric Tutor, even Beseech the Queen should be better than your Diabolic Tutor, and I will give a try to Diabolic Intent too)
Beacon of Unrest (it's strictly better than Rise from the Grave)

I see a lot of cards that seem suboptimal to me, at least in multiplayer. Is this deck intended for 1-vs-1 games?

Cabal Coffers + Urborg, Tomb of Yawgmoth -> tons of mana
Deserted Temple -> more tons of mana
Bojuka Bog -> a little graveyard hate never hurts
Phyrexian Tower
Volrath's Stronghold
Damnation
Toxic Deluge
Grave Pact -> no creature will last on the battlefield

What's your game plan, anyway?

To many comments concerning the deserts, one thing is you have basic lands in actually any deck right so I know that desert is not a type is a sub type but land alone is other type as simple as that and i have it because it's cycling ability if I don't need it will cycle it  meaning I have to discard it and draw another card simple right I don't have to waste all my deck to produce  dellirium just i need to put there what I really need...

The deserts are just to add a type to my graveyard since i have plenty of basic lands a need non basic land to play if needed or just discard it to help me produce delirium.
Deserts count as Lands for delirium. Desert is a land type, not a card type.

Harsh Scrutiny è decisamente scarso, anche Wrench Mind e Raven's Crime non sono granché.
Mancano Dark Ritual e Hymn to Tourach, io aggiungerei la terza Liliana of the Veil e pure 3 Cabal Therapy, che con Bitterblossom ci stanno bene.
In generale, hai troppi scartini e nessuna creatura, la prima che mi viene in mente è Nezumi Shortfang, che può tranquillamente sostituire Shrieking Affliction, ma te ne servono altre.
Altre carte che sicuramente ti servono sono Umezawa's Jitte, che va bene con Bitterblossom e aiuta contro aggro, e Ensnaring Bridge, che con Liliana fa praticamente lock.
Io farei 2 e 2.
