So first off, the mana base will need cleaning up. It's pretty routine stuff that I'm sure someone else will take care of. I want to help you with your game-plan; How you win, and the steps you take to get there.
So first off, I can see that you have the
Ral, Storm Conduit combo. You use a copy spell (like
Twincast) to copy another copy spell (like
Reiterate) and then make an infinite copy loop which deals infinite damage with Ral. The issue is that this combo is really hard to set up. You need Ral on the battlefield, an instant/sorcery to copy, and then 2 copy spells. The odds of just getting 2 copy spells is really low (bottom line of this graph).
The deck also has a lot of counterspells, burn spells, damage doubling effects, and you're also not sure which commander you want.
So first, let's decide on which path you want to take this deck.
SpellslingerRecommended Commander: Niv-Mizzet, ParunThis is where you cast lots of instants and sorceries to do... something. If you're able to generate enough card draw, and cast a bunch of spells in one turn, you can win with a card like
Thousand-Year Storm,
Aetherflux Reservoir,
Mind's Desire, or
Grapeshot (harder). Even if you only have
Niv-Mizzet Parun, or
Ral, Storm Conduit, the incremental value might be enough.
Counterspell controlRecommended Commander: Baral, Chief of ComplianceSo the first downside to this deck is that you would have to drop red all together. The second downside is that people tend to not like massive amounts of counterspells. But if you like counterspells, and lots of them, this is the deck for you. Use low-cost counterspells to counter your opponents' most
dangerous plays. Win conditions can include cards like
Talrand, Sky Summoner,
Stormtide Leviathan, or a complicated loop using
Blue Sun's Zenith and
Isochron Scepter (I'll explain more if you choose this deck).
ComboRecommended Commander: Niv-Mizzet, the FiremindThis one revolves around using cards that interact with your commander to win. Some examples are using
Mind Over Matter (expensive card) or
Isochron Scepter imprinted with
Dramatic Reversal with Niv-Mizzet to draw your whole deck and win with
Laboratory Maniac, or recur your entire library with
Elixir of Immortality to deal infinite damage.
Mass-everything destructionRecommended Commander: Keranos, God of StormsI left this one for last because it is the most evil out of all of them. You use cards like
Jokulhaups,
Decree of Annihilation, and
Ruination to destroy almost all permanents, except for Keranos, planeswalkers, and enchantments. If you build the deck right, you'll be in a much better position than your opponents after the mass destruction.
