Not OP but I'd say E. It's expensive, draws very little, you have to wait around, it hurts you. Think Phyrexian Arena but worse.

Wow, a lot to disagree with here.

B-tier: what is Rishkar's Expertise doing there? Conditional, expensive. Sure, it is almost mana neutral but still.

D-tier: Night's Whisper is definitely better than that. C-tier material, easily.

E-tier: Greater Good is about as restrictive as Rishkar's Expertise. It's cheaper to cast, repeatable, free to use. Ponder is better than that. Dig 3 or 4 gor just 1 mana??

How did you get Bob and Phyrexian Arena that high? They're at least a category worse than what you're suggesting.

On top of what has been mentioned, in the right deck Hangerback Walker or Walking Ballista can be instant win cons. 

However, this seems like a more general question of, is Saga an auto-include for decks.  Based on previous answers, probably yes.
Urza's Saga cannot find those. Their mana cost isn't exactly {0} or {1}.

I would rank the 1 mana dorks C, and the 2 mana land ramp and arcane signet at B.  Other 2 mana rocks would stay at C.  Where would you put bonus land drop per turn ie Exploration.  Edit: I would also put Sakura-Tribe Elder at the same Tier as 2 mana land ramp, you can sac him at instant speed, so you will always be able to get that land off him.  Hell I might even place him higher cause you can declare him as a blocker then sac him to get added benefit on top of the land.
Nature's Lore is much better than the Elder. The land entering tapped vs untapped is a massive difference!

I would be tempted to put reflecting pool and the OG duels in A tier.
That's a bit deck dependent. Reflecting Poo cannot fix colours so it's not very good in that sense. It can help double-pip if your deck runs stuff like Thoracle Consultation (double blue). OG duals are good... but in a weird spot. There already exist lands that can produce more colours for similar downsides so while they're extremely good as standalone cards they're not the best lands you can have. Combine them with fetches and the story is a little different as that is definitely an A-tier "combo".

That's a land, not ramp. Looking at that list though, it was set at be B, likely for the extreme conditions on it being more than just colorless mana

Another thing I use to see way back in the day that I haven't in forever is Hall of the Bandit Lord.
Still a staple in my non-red aggro decks!

Green: Cultivate, Kodama's Reach and Skyshroud Claim.

All still good cards in low power metas but powercreep has pushed them out of favour in mid to high power decks. I don't personallu use them but I know a couple of friends who have had good success with them. Those decks have been mostly landfall / other stuff that benefit from lands, though. Like super mana hungry decks, for example. But all in all I see less of them.

Depends on how cutthroat you want to go but this wouldn't cut it in stronger metas I'd say. I'd much rather do Genesis Wave than this. Run a ramp spell in Twilight's place - that way you get the Overlord out faster and have more activations.
