I can't say I agree with your assessment of Phareka at all. In this particular deck, she allows you to do so many things. She is an instant speed enchantment creator, which will activate strength from the fallen pump at any time, as well as draw a card for each snake created with Eidolon of Blossoms on the field.  We haven't even begun discussing how deathtouch blockers at instant speed make combat for non-evasive enemies difficult. :)
