Try dropping both Fog Bank for more spirits.
Drop the Halimar Depths if you wanna play Standard.
Just drop the Transguild Promenade for another blue land, probably another Azorius Guildgate or Vault of the Archangel.
Angel of Flight Alabaster is faster than Treasury Thrull.
Midnight Haunting and Lingering Souls are great for any deck, especially spirits.
Diluvian Primordial is too hit and miss.

Also... consider adding a color? I had an original ravnican red/black/white deck using orzhov and boros that I"m sentimental about lol

 he can protect himself by generating wolves,

Hmmm... Interesting. How did you come up with this combo? I play Simic/Golgari myself. It's a far more +1/+1 counter-oriented style.

If you want to play Dimir with another guild, might I suggest Azorius or Rakdos? Azorius Detain the opponent's creatures so you can sneak in with a Ciphered creature.
Rakdos has fantastic removal spells and aggressive creatures perfect for Ciphered assaults.

Balefire Dragon will smite all your opponent's creatures at once!
Kalia of the Vast lets you summon dragons for free and is an excellent commander if you ever play.
Cavern of Souls will let you summon dragons without fear of having them countered.
Finally Godless shrine and Clifftop Retreat are the only lands missing! Great deck!

Tibalt... I've yet to find a use for.  He does have a duel deck coming out soon, so hopefully we can draw some ideas from that.

15 lands isn't much, even to a low cost control-deck.
A good addition would be Jace the Memory Adapt... In fact he's better than Architect of Thought in this deck.
Talrand's Invocation is in here, so why not add Talrand the Sky Summoner himself?
Other than that... I really just don't like Essence Scatter.  Dissipate is a fantastic spell. Consider using it to replace Essence Scatter?

Howdy~
 first thing's first: 19 land is kinda low for this deck, isn't it? You have white hybrid mana and white flashbacks, maybe add 5 or so plains. I like to keep 24 land in a 60 card deck.
 If you're playing a Garruk theme, don't forget to use the other 2 Garruk's.
 You could benefit greatly by adding Rancor. It's a great, recyclable aura.
 Silklash Spider is much better than archweaver. Trample and reach aren't the best abilities to pair...
 I look forward to seeing whatever big creatures Garruk unleashes~

Love the rats!  The plague theme is tight xD
  One thing I see that needs to be tweaked would be your removal spells.  Grisly Spectacle and Death's Approach are... not very good lol. Go for the Throat and Tragic Slip would both run circles around them and are fairly easily to find given their nature as uncommon and common respectively.
  Rabid and Razortooth rats are a little lackluster. There are a ton of rats with some real power out there: Swarm of Rats, Stronghold Rats, Rotting Rats, Pestilence Rats, Dirty Wererat, Kuro's Taken... most importantly might be Marrow-Gnawer. With him you could make a rat commander deck!
  Patron of the Nezumi is a powerful Spirit that can be cast easily by sacrificing rats.
  Other than that... I just don't like argentum armor or akroma's memorial.  Rats can easily swarm your opponent before you cast either.
