Seems more like Boros Burn.  Consider Skyknight Legionnaire and Porcelain Legionnaire.  Chain lightning seems expensive and unnecessary.  It would reduce the cost to a more average paper price if it was removed.  Great work though!  I may run this at my LGS's pauper league

Nettle Sentinel (Add Canopy Cover for the hexproof) or Troll Ascetic may be good for this deck.  Maybe replace Utopia Sprawl with Karametra's Favour for price.

Also Basara Tower Archer or Drove of Elves would be nice if it was Peasant format.

Can anyone suggest any good cards to buff the elves or make them unblockable?  Remember only commons can be used.
