I agree with your comment that there is plenty of potential for building merfolk and I think it can go both ways. with boon you have alot more speed and can make something bigger at instant speed which opens up alot of room for combat tricks. I currently play merfolk at fnm and boon is a must play card. However Hadana offers alot more finishing power and makes each merfolk a threat.
Most merfolk in this deck will etb with a counter and gain an additional counter from hadana and will only need one more to flip hadana (In test hands I have gotten hadana to flip on turn three using "enter the unknown" and "wildgrowth Walker") once flipped each creature drop becomes a serious threat to your opponent. for example a wild growth on turn two who enters the unknown on turn three will be at 2/5 provided it explores into a non land than when you enter combat it will gain a 3ed counter from hadana making it a 3/6. This means next turn (turn 4) you could have a 6/12 flyer and even if they kill it, each merfolk at base power and toughness can be a flyer with 4 power.
Long story short, I cant wait to play test this and if I see openings for river heralds boon than I will most certainly go for it.
