My knowledge is that : state-based actions are checked whenever a spell leaves or enters the stack.
Exemple, you cast a removal spell with an upside, the target is valid but then another ability is triggered, that ability "whenever you cast... " actually removes the target.
When the ability leaves the stack, the state of the board is checked and the removal spell fizzles, so you don't get the upside part either.
In truth to make it simple the rule change is as follow : it used to be a replacement effect, now it's a triggered effect (with split second = not response possible ).
Before you said, instead of putting it another area, you could chose to put it in the command zone.
Now you say, once it has changed area, you can choose to put it in the command zone. ( works like a triggered effect with split second )
What this changes in terms of play are the following : Dies effect trigger whether chose to put it in the command zone or not, and if you chose to put it in the command zone, as you do so you can get other triggers like Desecrated Tomb .
Your commander is Child of Alara ; when it gets detroyed you get the die trigger. You used to get the die trigger only if you chose to not let him go back to the command zone.
This can be extrapolated in commanders like the : Scion of the Ur-Dragon an already very powerful card.
