I do like Walk the Plank and considered it for a while. But the deck has other ways to deal with legendary creatures and I like the instant speed aspect of Cast Down.

Playing Goblin Chainwhirler and Spawn of Mayhem together looks like it stretches the mana a bit much.

Also, have you considered running Risk Factor?

Have you considered adding some trample spells to your deck? It works really well with deathtouch as you only have to assign 1 damage to each defender and the rest goes through.
Something like Crash the Ramparts would also work well with Ochran Assassin to take out up to 4 defenders.

Adding Metalspinner's Puzzleknot to get more immediate draw. Dockhand moved to sideboard as it only ate removal game 1. Sorcerous Spyglass had too many blanks in game 1.

The deck has been struggling a bit against control but the games with Nissa, Vital Force and/or Prowling Serpopard have gone a lot better so increasing their number in the board.

Angel of Condemnation was just never coming in so I have taken them out.

I would love to add Karn, Scion of Urza and I did mention him in the upgrades section. Just a bit out of my price range at the moment.
But you are right he would be a great fit for this deck.

Being mono blue it might be better running Secrets of the Golden City over Divination, with all the artifact setup there is a good chance to have ascend.

Maybe consider dropping Aetherflux Reservoir, with 4 Trophy Mage you should have plenty of ways to tutor up a Bontu's Monument.

I feel Blink of an Eye would fit well in this deck, able to cast it for 2 or 4 it fits nicely with all of the three drops.
Being able to target all non land permanents also makes it more versatile and even able to save one of your artifacts in a pinch.

I would suggest some copies of Negate in the sideboard for control matchups.

Some other considerations:
Naban, Dean of Iteration - works well with Trophy Mage and Naru Meha, Master Wizard. Bontu's Monument triggers twice for some more life gain. Also works well with the unsummon effects you have.
Glint-Nest Crane - assuming 16 artifacts in the deck gives it around 72% chance of success.

Thanks for the recommendation, but the only issue with that is I want to keep the creature count high so as to activate Gate to the Afterlife as soon as possible.
This is especially true for the blind graveyard dumps with Minister of Inquiries and Ipnu Rivulet.

From some play testing I didn't struggle much with removal, with Walking Ballista and Hostage Taker helping out.

Thanks, I'm a big fan of Gonti's Machinations, I run them in my mono black aggro deck also. The 6 point life swing really helps against aggro match ups.
Sword-Point Diplomacy really puts the opponent in an awkward spot with either choice being bad for them.

As for Soul-scar Mage, it was a card I considered but I wanted to avoid creatures in the main (except for Fanatical Firebrand which is more of a 1 mana burn spell and occasional blocker.) I am trying Firebrand Archer post board for now as it doesn't have to get past blockers to do damage but Soul-scar Mage could also work in this slot.
