By itself this deck is super fun. My group has also agreed to use the uncommon planeswalkers as commanders. I'm gonna rattle some stuff off to you in no apparent order or train of thought, enjoy!
Only turn off for me is the non budget aspect for being sort of a discard synergy only deck. When I think of an uncommon commander, I think of cheap ass decks. Did you take a look at it for some reanimator spells? If no one has cards in their hands, it's always a good time to reanimate shit from graveyards. Maybe do 5-10% reanimator spells? You could even put in some annihilator cards like ulamog's crusher. Crusher reanimated on turn 2 is always asking for someone to loose the game. If no one in a match of 4 people answers that in time, people start loosing ramp and Chainer would work very well in this deck as a creature too. This is pretty similar to a possible Chainer deck format. It would seem important to find ways to get waste not out. Maybe increase chances of pulling it with some cheap tutors like diabolic tutor? If you want turn 4 attack protection, there's a weird black cmc 4 enchantment from homelands (yea, homelands) that makes it so that each creature cost 1 to attack you. More hand damage would include an old card like The Rack, a nice cmc 1 artifact.
