Manaforge Cinder doesn't make the deck faster.
If you pay 1, it gives you back R or B.
If you pay 3, it gives you back three R or B in any combination, it's like a Mana converter.

That's right, maybe Dismember is a good choice, but I'd use Nightveil Specter in another deck for the same reason as you say,
