Hey, another Shrine fanatic here 
I suggest reducing the mana curve. You actually want to cheat into the game for WUBRG Shrines and then expensive cards are often not very helpful.
I always find cards like Arcane Denial, Dovin's Veto, and Last One Standing hard not to play.
This type of deck also offers the Enchantment Package: Kenrith's Transformation, Darksteel Mutation, Seal of Cleansing, Seal of Primordium, Wild Growth, Fertile Ground, Trace of Abundance, Sythis, Harvest's Hand, Satyr Enchanter, and Tuvasa the Sunlit are all strong cards that increase the deck's synergy and thus its power level. Most enchantment cards are all very cheap, so it might fit well into your budget.
I also play a Sisay - Shrine variant, but I added a gate subtheme for fun:
