Sometimes, especially if it comes on your opening hand or too early, it may slow you down a turn, yes. However, the casual format "Sacola" where I play this usually has long matches. Using Evolving Wilds can remove a land draw that would hurt you in late game, and/or give you a chance to shuffle your deck if things aren't going too well draw-wise.

It's by no means a necessary strategy, and perhaps a bit foolish, but it worked for me so far.
