This deck can be kind of hard to determine the power level of, so I understand your confusion. It has fetches and shocks for a manabase, something pretty typical of like and 8 or 9 power level deck, and it does push the power of the commander pretty far. That being said, it lacks a lot of disgustingly powerful effects that are associated with power level 7 or above. Vadrok and the mutate mechanic as a whole isn't particularly powerful especially in multiplayer because the creatures it creates are not that threatening to all players. It can very easily get outclasses by some of the more recent (and overpowered) commanders like a Chulane and Meren. It also doesn't have any infinite mana combos or instant wins. If I were to give this a rating it would probably be a fun 5.

If it gets enough time to do its thing without being disrupted it can certainly win games, but it gets outclassed by faster decks that provide bigger threats.

If I had to overall comment on the deck, I would say that it seems sweet, and does a lot with the mutate theme. My instinct when building would be to lean into the spellslinger and flashback theme harder. You can really take advantage of cards like Secrets of the Dead with Past in Flames, Think Twice and Increasing Vengeance. That being said, I am a known Mizzix and Melek player so that might just be me, although I think you need more 3 mana spells to get back with Vadrok.

This deck has a lot of cool ideas, but it is a little bit all over the place. I think you can optimize it pretty quickly with a few changes and make it very strong.

For the combo plan - Arixmethes goes infinite with both Freed from the Real and Pemmin's Aura (infinite green mana) and a 1 card combo is a lot more efficient than the 3 card combo Animation Module. I also think that Deadeye Navigator is a great option for your Cloud of Faeries and Peregrine Drake infinite mana combo. I also think you need a way to win once you generate infinite mana. You can solve two problems at once by including X draw spells like Stroke of Genius and Pull from Tomorrow. Adding Thassa's Oracle or Jace, Wielder of Mysteries can give you an instant win after drawing your whole deck. Another good infinite mana combo for your deck is Kinnan, Bonder Prodigy and Basalt Monolith. Both cards are good in your deck anyway because you have a ton of permanent based ramp for Kinnan and it is an infinite mana sink. Basalt Monolith is just good ramp that sometimes goes infinite.

For the non-combo plan: I think your instinct to cut out the +1/+1 counters theme is a good one. It doesn't really fit with what the rest of your deck is trying to do which is ramp and play big threats. If you really want to keep it, or even if you don't, Hydroid Krasis and Prime Speaker Zegana are really good card for your deck as a threats and card draw. Your commander gets you straight from 4 mana to 6 or 7 the next turn, so I think your threats should be around that mana. Nyxbloom Ancient seems great for combining your mana doubling theme and your big mana theme. Just put in your favorite big creatures and have a blast.

Overall - I think you have a really fun deck on your hands, and you can optimize it with just a few changes. This is just a suggestion, and there really are a million different ways to go with Arixmethes so do whatever you think is the most fun. My last piece of advice would be to cut out a bunch of the tapped lands like Simic Guildgate. You are a two color deck, so you shouldn't have a ton of trouble getting your colors especially with all of your ramp. Basics will make you a turn faster.

Sweet deck. I play a lot of Izzet stuff and this is right up my alley. I like the little superfriends subtheme too. My only word of advice is that you usually put the commander in the sideboard on Deckstats so people know what one it is. I think this is a Locust God deck, but I think it could very easily be Rielle. Still a sweet list that looks like a ton of fun with either commander. Great job.

I recommend adding intruder alarm for additional mana and possible infinite combos. I also would add in cloudstone curio if that is in budget for another infinite. Drift of Phantantsms provides a great permanent based tutor for Axebane Guardian and Umbral Mantle. If you don't need the tutor it has defender so it can draw you a card. I also do think you need a Jace, wielder of mysteries for the Primal Surge win.

I feel that cards like Thousand Year Storm and Mind's Dilation look good on paper, but they are really bad the turn that you play them. The best example of a card like this is Sunbird's Invocation because you play it and people freak out so it either gets removed immediately for cheap or you get killed for playing it. I do feel like Force of Will is good in cEDH because the card disadvantage doesn't matter as long as you don't lose the game. Part of why it is so good isn't because it is the best card for every situation, but because it is flexible. For protecting your turn 3 combo, Pact of Negation and Silence are better, but pact isn't as good at stopping other people from winning early because you just lose on your turn. Dispel is good at winning counter wars like force, but it doesn't do well at stopping the food chain player from winning the game. Swan Song is also a really powerful counterspell in cEDH because it is also both cheap and flexible. In regulate edh using Force of Will for free can sometimes be a trap, but in cEDH it is definitely not fool's gold.

Kykar Token Storm

The idea of this deck is to use Kykar, and other token producers like Young Pyromancer to create a ton of tokens. These tokens will then be sacrificed to Kykar (especially if there is an Arcane Adaptation out) or to an Altar like Phyrexian Altar. Mana can also be produced from big mana spells like Battle Hymn. With that mana, the deck casts cantrips like Expedite and card draw spells like Stroke of Genius to keep churning through the deck and making more tokens. This has a storm like effect, but because storm is very difficult to pull off in commander the deck aims to assemble an infinite the combo. Here is the list of all of the infinite combos I know of:
The Locust God + Skullclamp + (Ashnod's Altar / Phyrexian Altar) = Draw entire deck
Twilight Drover + Phyrexian Altar + Anointed Procession = Infinite tokens and mana
Reiterate + (Battle Hymn / Mana Geyser) = Infinite mana and Infinite spell copies

Win cons for with or without infinites:

Impact Tremors turns 40 tokens into game.
Expansion//Explosion kills players with enough mana.
Mizzix's Mastery / Past in Flames can give you an overwhelming token board in one turn to win you the game on the next, or to help you go off.

All in all, this deck is in a somewhat new archetype, but it is a combo deck with some resiliency because it needs one token producer to get going. I am open to any suggestions on how to improve this deck.

This deck looks really sweet. The concept is cool and the deck seems surprisingly resilient. One suggestion is that I feel like Saheeli, Sublime Artificer could fit well into the Token Generation slot, but overall the deck looks great
