You most definitely need both Scavenging ooze and lingering souls.  Lingering souls is pretty much the best mid-range card in magic. 
I would ditch the mana dorks for cards like inquisition of kozilek or even duress.  Also, abrupt decay is much beter than putrefy and does not cost very much money.  Qasali pridemage is also an excellent budget card, and now that Gideon, ally of zendikar has rotated out of standard, he is very affordable and quite powerful.

I'd cut the mainboard collective brutality for 2 more lands.  16 is light even for Death's Shadow.

You could use planeswalkers like Chandra, Torch of Defiance or Koth for your win condition.  They're very common in prison style decks.

As fun as perplex and dash hopes are, cards like mana leak are pretty much always better.  You should also be running thought scour if you are going to run 4 snapcaster mage and murderous cut.

This is a really slow deck and you need some 1 drops in it as well as cut down on the high end spells.  Go with champion of the parish and maybe Kytheon, Hero of Akros.

You also want to go for Victim of the Night rather than Go For the Throat.  You'll run into a lot of instances where the creature you want to kill is an artifact.  Tron and Affinity are two of the most popular decks in modern.

You definitely need more than 12 lands.  I have been playing elves for a year now and I have found that even with a ton of creature ramp, 16-18 lands is optimal.  You need to not only be hitting your creature ramp but also your land drops.

Just a tip, this looks like it is going to play too slow to be an agro deck and not have enough late game cards to be a midrange deck.  If you are building Zoo, you want to go more for the agro strategy. Also, the reason you play burning-tree emissary is to play it into Reckless Bushwhacker and play his surge cost for free.  I personally would also drop the collected company for sure.  It is far too slow and you aren't getting much value out of it.  Company is best when you can fairly easily play 2 creatures with 2 or 3 converted mana costs. You should add rancor or atarka's command instead.

Why on earth would you not mainboard Lightning Bolt?  It is literally the best value damage in the game, especially when you can copy it over and over.  I would also replace Harness the Storm with Pyromancer Ascension. You could also consider Kiln Fiend to swing for big damage.

Gitaxian Probe is banned in modern.  Also, you probably want at least a few grapeshot over storm entity because it gives you an instant win condition.  A creature like storm entity can easily be dealt with by something like go for the throat or path to exile.
