Considering your budget Geralf's Messenger might just be too expensive. It would fit quite good into the sac plan though. A budget-friendly three drop that adds up to your devotion is Dread Shade. It's not a great card but as I said it adds up to your devotion. Gifted Aetherborn is a fine two drop that adds up to your devotion too.

I'm working on my own Soul Sisters deck and stumbled upon your version.
I'm just wondering why you would add Flagstones of Trokair to your deck. Do you Ghost Quarter your Flagstones of Trokair to add extra mana for the following turn? Or do you have other reasons for this?

You could consider Lost Leonin as a sneaky wincon with all your buffs and equipment.
I'm pretty sure you can't run Metallic Mimic since it is not a cat (or any other creature type mentioned on Kaheera). It would work if Metallic Mimic happens to be a changeling though.
Besides that, I like your deck!

It would not (the second mode).
Same reason. Destroy all (...) doesen't mean that something gets targeted. Hexproof denies just that. Something can't be the target of a spell or ability an opponent controls.
Heroic intervention would prevent the destroy effect of obliterate for example. Because it gives your permanents indestructible. Not because of hexproof.

Have you play tested this yet?
Seems to be a bit light on lands and / or ramp.
But otherwise I could see it work. Especially on a tight budget.
