At a glance;

- You have 22 cards too many.

- You have 32 lands rather than 24, mana should generally occupy 40% of your deck and further reflect the colours within it. 76% of your deck is blue yet 52% of your maximum available mana is blue.

- Most cards you only have one of. So if you lose it somehow, bye-bye it's gone. If you were looking for a specific card (that you only have one of) while playing, theoretically there is only a 1 in 5 chance of finding it by turn 10.

- The Breeding Pool card in there is a waste of time, may as well just swap it out for an island since you don't have anything green in there. Or you can trade it for something, that card's worth at least a couple of bucks last time I checked.

You have no idea what you're doing? Search for decks with the cards you have/want to play with on this site under Deck Search. See what kind of direction other people have taken with them. Every direction has its strengths and weaknesses of course. My deck for example, requires the opponent(s) graveyards to get bigger in order to become a bulldozer. Decks with few creatures or cards like Psychic Spiral or Rest In Peace are my weaknesses.

Second deck I've ever created. I swear this thing is positively evil.

Would like some opinions since I'm still testing it out.

I have three in my deck, as well as three Duskmantle Guildmages. Don't need four or else you'll be too dependant on them.

http://deckstats.net/decks/3689/13132-weaving-nightmares/en I need to name it something less cheesy.

Issues I've found with your deck:

1. You are at 96 cards. People do have decks that are these sizes but after looking at what cards are in there, I would assume to call it a "pile of cards" instead of a deck.
2. Looking at the effect of each card, it seems to me you didn't even try and hastily threw whatever you had available together in the hopes someone on the internet will do it for you.
3. You say "I want to be able to effortlessly mill a 100 card library while being able to defend myself." You can't have everything. I've refined my mill deck 111 times as of this post and I still lose often.
4. Plenty of the cards in here are singular, meaning you only have one. The consequences of which are:
                      a) The deck becomes constantly random. The whole point of creating a deck is to minimise the randomness in a game of randomness.
                      b) If you were up against another deck that mills/destroys/discard, you'd have no backup plans because you'd lose the only one you have.
5. You don't have enough land. A deck should always have 40% land because all too often you will find yourself short that one crucial land.

I'm not going to edit it down for you, sorry. The cards would be yours but the deck would be someone else's. If you need guidance, check the internet for different combos and win conditions. You can look at my deck in my profile but DON'T copy it.

Also I forgot to mention, run another colour. Pure blue can be more easily countered and concretes your weaknesses.

Weaponize your mill with Black.
Add greater control with White.
Add greater effects to instants/sorceries with Red.

There's a lot of newer, better cards available to you in those 10 years.

Also, it took me two years to realize pure mill is a mostly bad idea. The reason being is that mill draws a lot of agro from other players, so you will get targeted and eliminated within a few turns in multiplayer games. This is why I chose the path of creature-based mill; yes it makes you an even bigger threat, but it makes it more likely other players will not try to draw your agro unto themselves.

A good card for ANY mill deck is Consuming Aberration and you will find it in my deck located here: http://deckstats.net/decks/3689/13132-eat-the-graveyard-?saved=1&lng=en

I think my deck is fairly solid. I've been pouring over it for a few months now and am approaching 100 revisions (yeah I know)

Anyway, I am a person who likes to hear what others are thinking so if you're feeling up to it, it is appreciated.

I learned the hard way that pure mill is not enough to win. Maybe in a 1v1, but multiplayer games, you're the prime target and will die in the first few turns. Take a look at my deck; Mill//Kill.

We both share the Duskmantle Guildmage/Mindcrank combo, but mine is built to accomplish more than just milling, it feeds off the opponent's graveyard to fuel aggression.

You have a lot of different cards in there, mostly one of each.

Pros:
1) Lots of direct damage. Will either kill the opponent, or at the very least; harass them significantly.
2) The many different cards make it harder for your opponents to perceive your actions.

Cons:
1) The many different cards make it harder for you to plan.
2) Too many different cards, adds unnecessary clutter and little backup planning when you lose a critical card you only have one of.
3) Mana average of 3.56 seems a little bit high, especially when using Red.
4) 22 lands in a 65 card deck. This slows what should be a faster deck.
5) The card you want is going to be 4x harder to draw. That's 1 in 65, if you have 4 of a particular card, it would be around 1 in 16.

Take a look at my deck; Black/Blue modern format, mana average is 2.72 http://deckstats.net/decks/3689/13132-mill-kill?saved=1&lng=en

I'm not a Standard player, but it seems alright.

I do like the very low mana average and how you've lowered the land count to add more power to the deck.
