You can use Chart a Course to dig through your library (unblockable creatures). Combine the unblockable creatures with Dowsing Dagger for your mana ramp after transforming it to Lost Vale.
I do agree that Chart a Course would be a good addition.

Change Desert of the Mindful to Ipnu Rivulet for even more mill.
I decided against that due to it not contributing to the rest of the mill strategy. Since the deck is aiming for a mill win off of just the fish in combination with Fraying Sanity, the few cards that it would mill wouldn't make a difference, making it's very presence in the deck a waste of resources.

Mono Blue Fishing Sanity Mill

Play cards that give you mana, attack with unblockable creatures, and stall until you can cast and attack with Fleet Swallower to mill your opponent out while possibly comboing with Fraying Sanity, or possibly just win through card advantage and aggression.
