High five to Crimsonking.  The suggestion of stealing Yarok is excellent. There is nothing more disruptive to commander focused decks.  But you must be prepared for the hate that stealing Yarok will generate.  They likely can't move forward with their game plan until they have Yarok back.

Morganator's comments are all on point.  Examine how you handle the situation from all angles. Forget how it makes you feel and focus on what you can learn from the situation.  The situation you are in now won't be unique to that Yarok deck.  Think about...  How to handle that type of deck.  How to build a deck like it.  So on an so forth. 

By the time you are done learning from the experience you will have figured out how to handle it, or the deck will become old news and the player will move on from it.  Then, ideally, you will run into another situation that impacts you in the same way, but you will be better equipped for it.  Playing with people that challenge is part of the fun.  If you aren't playing with those types of people, find new/more people.

The hard part of these situations is staying emotionally positive.  The feelings that come along with this type of situation suck, but how you handle those has to be examined too.  How do you handle the frustration at the table?  How does it effect your playing, your focus?  Play analysis and deck analysis aren't the only things you can think about while you patiently wait for the perfect time to cast Chaos Warp on Yarok.

How does the Decree of Silence + Solemnity combo go over in your playgroup?  After learning of that combo, I would think in most playgroups would tunnel you from turn one until they knew you removed it or switched to a different deck.  It has that Blood/Bond feel to it.

I'm looking for more effects like Return to Dust for this deck.  I am predicting a sharp uptick in Indestructible Enchantments in my meta due to the Theros release.   Any help would be appreciated.

How do Skullcrack and Thief of Blood play in this?  Do they have a meta dependent purpose?  They seem a little non-bo with Licia in play.

I love the addition of Solemn Offering and Invoke the Divine!  I've been on the hunt for spells that do a thing and gain life. Things like Lightning Helix. I completely missed those two.

How do Pyroblast and Red Elemental Blast work out for you?  I've been tempted to add those.  Do you think they are meta dependent or good for general purpose use?

A few all stars I love that are not on your list:
1.  Fumigate.  Nothing is better than wiping the board and casting Licia for Mardu.
2.  Hide//Seek.  It's great  to search their entire deck after a Vampiric Tutor to make the shuffle.  Then you get to cast Licia for Mardu as a bonus.
3.  Boros Charm.  The double strike will often lead to a kill via commander damage.

I have found Gisela, the Broken Blade and Divinity of Pride are great ways to cast an early Licia.  Also, Fumigate is a great way to clear the board and bring Licia back out in a single turn.

Thanks for the inspiration on Archond, Brion Stoutarm, Cradle of Vitality, and Dictate of the Twin Gods.  I'm going to give them a try!

How spicy are you feeling?  Armageddon spicy?  It's pretty mean with a Boros Charm.  Especially if you have a full grip of lands because you have been saving the results of your land tax triggers.   

Be nice to your friends though, only use it when you have a shot at winning.  Our playgroup has a gentlemen's agreement, if you destroy all lands and DON'T win in two turns.... you drink a Zima...  out of shame.  Same rule applies to kicked Cyclonic Rifts.

Altraxa is flexible.  Make that part of the fun.  I agree with the other commenters suggesting focus.   But that doesn't mean you are locked into a list or theme forever.   Yes, pick a theme/build and refine it.  For example, make the best Infect Altraxa you can make.  It's infect, you aren't going to make any friends.   When you get hated out, switch the focus.  Next time, show up with a SuperFriends Altraxa work in progress.  Refine that theme over time.  Then move on to Counter Combo Altraxa.  Then Voltron, etc, etc.  After you have the first few, occasionally return to your old refine lists.

Eventually, you will reveal Altraxa as your planeswalker and your playgroup still won't be able to put you on which of your four versions of Altraxa it actually is.  This also works with Animar.

It's time to shelve it for another commander if your playgroup starts including cards like Leeches and Solemnity.  Before doing so, mock them for being so tilted by your deck they have actively made their deck weaker to beat you.

Hello,  I'm looking at building a deck similar to this.  Your version looks to be one of the more cohesive versions.  I'm wondering how you like it.  What's fun about it?  What cards you do find being your all-stars?  Which are so-so?  I notice you are using Scrying Sheets / Extra Planar Lens, so I assume you are using snow-covered mountains too.  How often do you get that on-line?  Thanks for the time.
