Mnemonic Wall or Archaeomancer will let you return Ghostly Flicker and Eerie Interlude and loop your flickers, and give you some redundancy for Deadeye Navigator.

Kumena's Speaker and Merfolk Mistbinder are nice green cards, but I like the mono blue tempo plan. Maybe some Spell Pierce or Negate, maybe Unsummon.

I'll admit I don't really play standard at all, but why not run 4 Silvergill Adept? It doesn't directly help the counters theme, but it is pretty busted and is the best card in the modern version by a longshot.

Yeah, you reveal a card, but it'll be a merfolk, which your opponent already knows. And most of your merfolk are all similar, so big deal. And you draw a card, which will likely be another merfolk.

Eh, Mono Blue and Izzet both play around 20, with some Stormbound Geist in the board. I'd consider running Counterspell, Preordain, and Journey to Nowhere though.

Brainstorm usually wants a shuffle effect like Evolving Wilds or Ash Barrens.  I'd probably run some counter magic or something to help protect your threats.  I'd check out Izzet Blitz and Inside Out/Tireless Tribe, as they're both decks that do something similar and have put up pretty good results recently.

In addition to what Ominus12 said, you need to figure out what you want the deck to do.  Do you want to ramp into fatties?  Go wide?  Grind with value creatures?  Then, choose the best creatures and spells to make that happen.  Run 4 of each.  The deck will play a lot more consistently game to game.  When you understand how the deck plays, you can start upgrading and tuning it.

Yeah, 27 lands is a bit much.  I'd go up to 4 Serum Visions and maybe add a few copies of Vapor Snag.  I play 23 lands in my deck.

I use them all the time.  Sometimes more expensive, but NM cards are always NM, and cheap fast shipping.

I'd vote to ban all the 1CMC phyrexian mana cards.

Mutagenic Growth can be a bit busted, but Gut Shot?  Dismember feels pretty fair for what it does, but I can understand why people might not like it.

I think the Reflector Mage ban is to keep WU flash under control, since with the banning of Emmy and looter scooter, it would be too powerful and/or have too great a share of the meta.

I don't much care for either Modern banning.  Gitaxian Probe has issues, but I think Fatal Push is a great answer to Infect, Death's Shadow, and UR Kiln Fiend.  It would've been nice to see how it played out.  So long Storm and YP-Delver variants.

I think Prized Amalgam was a bigger issue in Dredge than Golgari-Grave Troll, but we'll see (just make sure any data takes into consideration the increased GY hate since it's rise to power, not just the GGT ban).

I'm a bigger fan of unbans than banning though.  I'd love to see Preordain, Stoneforge Mystic, BBE, and maybe even Twin (along with an Exarch ban) come off the list.
