Glen Elendra Archmage? You can sac it to counter something, have it persist back, attack with it, ninjutsu it back and replay it, rinse and repeat for reusable counter-ing. Could be a bit expensive mana-wise, though.

Maybe some utility lands like Llanowar Reborn (becomes a 4/4 with Soilshaper, can efficiently buff Kodama of the North Tree, and generally turns weak utility spirits into fair combatants, as long as it isn't used on Strangleroot Geist on first casting), Khalni Garden (can churn out chump blockers while you stall, and those chump blockers can become credible threats with Kodama of the South Tree, the sideboarded buff spells, and the aforementioned Llanowar Reborn), and Fertile Thicket (can stop you getting stuck at two land so you can get Elder Pine of Jukai or Kodama's Reach and then all the lands you want, gets more reliable Elder Pine draws, can get you that last land for Myojin of Life's Reach when you have pulled most lands from your deck)? They all enter tapped, so they probably shouldn't all be four-of's, but (especially with no 1-drops) there should usually be a turn where you don't need that extra mana right now, and with Loam Dweller that drawback is redundant.

I would argue that Elder Pine of Jukai counts more as ramp, but other than that the deck looks really fun to play, and strong to boot!

Also, if you want to get this through you should add some Persistent Petitioners to the deck.

Llamas should be separated from Antelopes and take their rightful place in the game. It is time to let WOTC know that the squirrel's monopoly on the Un-sets has ended!

Cathars' Crusade instead of Valor in Akros maybe?

However, in Stronghold Overseer's favour- is that it's really cool. (Although seriously I understand why it doesn't fit)

Don't be too quick to underestimate frogmite. I agree this isn't salvage titan's place though. Nice deck, although I feel inkmoth nexus pushes the definition of 'budget' a little (I get that its normally a staple of the archetype, but its far from unknown for budget decks to not use common staples in favor of cheaper alternatives).

Deck Comments / Re: Merfolk Vehicles - Comments

Remember that this is something of an unconventional Merfolk deck; very few builds run this many Vehicles. The reason for the higher-end, trigger-on-tapping merfolk is so that you don't have to tap all your army to crew a single Bomat Bazaar Barge, and so that you can reliably trigger their abilities even on the turn they come in. Most Merfolk decks are supposed to be fast, but this one pays with more of a mid-to-late game in mind, gaining life, generating chump blockers and bouncing permanents to protect itself while it draws more vehicles to crew.
That said, it's still open to change. I'm not 100% if Triton Shorestalker's aggressive theme fits properly here, but I'm happy to take on similar, cheap merfolk if people think that would help the deck advance its gameplan. Any other ideas? Thanks in advance!

Misread Corrupted Roots, thought it was actually useful. Replacing it now.

Courser of Kruphix and Oracle of Mul Daya to see what's on top, Temple of Plenty, Lifecrafter's Bestiary and Zhalfirin Void to scry, Sakura-Tribe Scout to shuffle away cheap cards, and Recross the Paths puts things you don't want from the top to the bottom. Clashing is risky against opponents running high-CMC cards, but most decks have their majority between 2-4, and won't be manipulating their top as mcuh, so they should hit their cheap cards more often. That's the hope, anyway  :).

But I'm not running Game Plan...
Nah JK. Thanks for the advice, I didn't notice Axebane Guardian when I was building the deck. Putting him in now.

Seems fun, only issues are that splashing red purely for the Ronin Houndmaster seems unnecessary, and that Araba Mothrider's Bushido rarely triggers. Adding Sensei Golden-Tail, while it might seem counter-intuitive (all your creatures are samurai anyway) can allow you to build up your army in a stalemate, buffs Konda's Hatamoto, and works really well with Takeno, Samurai General. Samurai of the Pale Curtain admittedly has anti-synergy with Indebted Samurai but is such a good card on its own it might be worth a look. Finally, Oathkeeper, Takeno's Daisho provides defense against kill spells and allows riskily aggressive swings which would otherwise be pointless to work out. The deck looks solid though, and is also pleasantly cheap to get!
