The wording is "becomes blocked" not "becomes blocked by a creature"
That means 2 things, and the first is relevant to your question: No, it doesn't trigger twice. See the wording on Infiltration Lens for why THAT triggers twice.
The second thing is that stuff like Fog Patch or Curtain of Light will cause it to trigger afflict with no blocking creature.

Okay so first make an arbitrary amount of mana (however much it takes to draw and cast your whole deck)
Then divining top 1st ability, to put monolith second, then second ability, then activate that through skill borrower (doubled), to draw the divining top and skill borrower. You've now drawn 3 cards total and still have monolith on top. The only issue I see with this is that you need U to cast skill borrower, and he doesn't have haste, so he can't use the draw effect of divining top, just the rearrange one.

Basalt monolith's ability is a mana ability, so bracer's won't copy it. EDIT: I'm dumb, just realized you meant the untap. Give me a moment to try and figure out the actual answer.
