The deck lacks two-drops and is missing interaction, Sarkhan's Whelp and Metallic Mimic are weak, and you should try some combination of  Abrade, Lightning Strike, and Shivan Fire. You are also missing Spit Flame, and should cut 2 Banefire and 2 Sarkhan's Unsealing for it. You don't need Arch of Orazca, (since you have Dragon's Hoard) and cut 3 mountains for 2 Field of Ruin and 2 Scavenger Grounds.

If you're playing three colors, then play with 4 atarka's command, you have creatures that would love the pumps. Also what kind of metagame are you expecting where you don't want 4 searing blaze.

Ponder is a better cantrip since it looks at three and can shuffle. If you're going to play dispel, you should play red elemental blast since it can kill delvers and spellstutter sprites. Dispel doesn't hit much outside of u/r decks. You should go down 2 battered golems, 2 kozilek's sentinel, 2 banishing knacks, and 2 welding jars and go up 4 brainstorms and 4 preordain. This will allow for more consistent and smoother draws. You add evolving wilds if you play brainstorm though.

Not to be a downer, but your deck doesn't function. Merchant's scroll only gets blue instants, which in your deck is peek and merchant's scroll; you're missing gifts ungiven. Infernal tutor is also not great, it's great as the last spell in your hand or when setting up, but has so many problems, like having two in hand, excess of lands, an excess Baral, and there's many more I can think of. This is a good attempt but you need more refining.

Your deck is too fair and too slow for modern. I get what you're going for but blue decks aren't going be cut off mana, they have too many cantrips for that. You don't put enough pressure on your opponent, you can't beat a planeswalker, and there's a lot of fetchlands you can't blow up. My last note is that you're working too hard to make boom/bust work, you have 8 lands that do nothing but let you do boom on turn 2, they are bad and ruin your mana, just play fetchlands and mana dorks, it will lead to a lot more turn 2 lands blowing up. As a great magic player once said don't work hard for your value when other cards already give it to you for free.

I think you want to be a U/B zombie/control deck. There's no cheap common that rewards you for cycling or having a lot of cards in your graveyard. The whole point in having a cycling card is that you want to cast the card and I don't want to cast any of them. Pauper is way faster than this deck, and the way you incur card advantage is bad, at the end of cycling you paid 4-6 mana for a 2/2 that draws a card or a black divination. Your only way to interact is by blocking and your expensive counter magic, there's counterspell and chainer's edict. The only way this deck wins is by gempalm or grey merchant, I would suggest focusing on that and redo your deck.
