Thrumming Stone, you could easily cast 5 extra petitioners with this (or all of them with some luck). The ability reads 'may', so If you feel it is too abusive you can stop whenever you feel it's okay.

I didn't know Thornbite staff, it looks good.
About sword of the Paruns, if the commander is untapped, it buffs your rats, if you happen to have skullclamp in play, you can equip it to a rat, then sacrifice it for the commander's hability. Other than that, I think the staff is better.
