With any Infect deck you want it to be fast. You need to run four Glistener Elf and as for ensuring that damage connects I suggest Rancor.

This deck is a start but first you need some other basic lands and maybe some dual lands. I would cut the white. Make this a Blue-Black deck. The card Way of the Thief requires a Gate to be effective so I would run 4 Dimir Guildgate to help it.

I would definitely keep the Agents but I would include Plague Stinger.

A deck list I would run (keeping it budget friendly) would be:

4-Blighted Agent
4-Plague Stinger
3-Flensermite
4-Ichor Rats
4-Contagious Nim
4-Hand of the Praetors
3-Skithiryx, the Blight Dragon

4-Artful Dodge
4-Distortion Strike
3-Ghostform
3-Way of the Thief

4-Dimir Guildgate
4-Evolving Wilds
9-Swamp
6-Island

A couple of Talrand, Sky Summoner would work great in this deck.
