Have you considered the new HOU desert that can do blue mana - Desert of the Mindful, comes in tapped, but cycles for 1U.

Hollow One will be a house.

What about Abandoned Sarcophagus? 3 mana artifaft from HOU that lets you cast cycled cards from graveyard, secondary effect of exiling ANY cycling card that goes to the graveyard any way that isn't cycling, so it wouldn't mesh well with Countervailing Winds.

I've never played a serious counterspell deck; don't they usually work best with more than 24 lands? I would think cycling costs would make this more important.

Monocolor decks are cool; thanks for sharing your idea!

Yeah, I will probably add Desert of the Mindful, I forgot about it completely!  I'll add it to the version I end up playing.  24 Lands should be fine with so many cycling cards, should never be short on lands since we go through our deck much faster.
