Best Black/Blue Return card from Graveyard to Hand/Battlefield

So, Im wondering if there is a stronger Black/Blue Hour of Devastation or Ixalan version of Raise Dead, specificially with Return target creature from graveyard to the battlefield instead of to hand?

It looks like the only things in standard blue/black right now that bring creatures back from grave directly to the battlefield are Liliana, Death Wielder's ultimate, and Claim (of Claim // Fame).  Claim also only costs B, but it has a rider that the creature must have CMC 2 or less.  There are some other options in white.  They also have this rider.  If the creatures you are looking to reanimate also happen to be artifact, then Kaladesh block has some options in white.
