Did the commander rules change? This isn't the first time that i see a deck with a non legendary creature as commander.

Calm down, commander is a casual format, certain playgroups will allow non-legendary commanders.

I put in the description that this is a Pauper Commander deck.

Pauper EDH/Commander Rules

1. Your General may only be an Uncommon creature.  It does NOT have to be Legendary.  (So long it is listed as an Uncommon in at least one set, it is legal)
2. Your deck must contain all common cards (So long as they were printed as a Common in at least one set, it is legal)
3.No rares or uncommons allowed in the deck  (General only must be Uncommon)
