Force of Will?
I know. But what do I take out ?
I use the Spellskites as my counters and Winter Orb/Pendrell Mists does the rest.
Currently I find this one of the best decks I have. A pain to play against.
The great thing about Tezzeret is he has to tick up only once to reach his ultimate.
The turn he comes into play he usually untaps 1 or 2 Grim Monoliths and it's a frontal 5/5 artifacts assault the next turn.
There's nothing like Seats of the Synod, Mind Stones, Grim Monoliths and Winter Orbs swinging at you ;)

Take out The Pendrell Mists and just put in a Tabernacle or 2. Tabernacle is just strictly better.

I also think you need Rishadan Ports and Wastelands to fully abuse Winter's Orb.

Proper abuse of wasteland winter orb requires crucible which is a totally different archetype

The Tabernacle is indeed strictly better and I will add one but it is also more vulnerable.

It's Legendary and as such I can play only one when at times you really want twice the effect to clean the board in a hurry or to really keep the board clear.

As a land it can be easily destroyed by a Wasteland. It's much more difficult to get rid of Pendrell Mists, especially when your land is tapped by a Winter Orb.

Rishadan Port fits perfectly in an Aether Vial build for example because you have your mana available to tap your opponents'. In this build I need my mana to develop my board position. Spending my mana to keep opposing mana tapped doesn't advance my own situation. And tapping two lands of my own to tap one of the opponent while under the Orb is not a good idea imo.
The Vedalken Certarch actually perform the Rishadan Port's job ... and more. Being able to tap lands, creatures and artifacts for free, for just one mana ... you can't ask for more.

Wastelands are not really necessary imo. I don't really want to destroy any lands, just keep the opponent from using his lands for a few turns while I go about unhindered.

Deck updated in opening post.
Thanks again for your input gentlemen. As always, my deck becomes better off it.

Defense Grid = extra early artifact drops ( enabling Vedalken Certarch ) and potential creatures ( Tezzeret ) and defense vs counters.

Cyclonic Rift is a great addition to this deck as this deck can afford the Overload cost and its effect is potentially even more impactful in combination with Winter Orb. More effective than a Capsize with buyback for sure.

Revision 52

Added/removed cards:
-2 (Main) -2 (SB) Capsize
-1 Jace, the Mind Sculptor
+3 (Main) +1 (SB) Cyclonic Rift

Changed amounts:
+1 (SB) Defense Grid

I think this will be a significant upgrade.
Pendrell Mists hurt me too often as well.
Cyclonic Rift allows me to clear the board and Winter Orb prevents things from coming back right away.
Cyclonic Rift also solves problems like : Nevermore for Tezzeret the Seeker .

Revision 54

Added/removed cards:
-3 (Main) -1 (SB) Pendrell Mists
-1 The Tabernacle at Pendrell Vale
+2 Curse of Echoes
-2 (SB) Meekstone

Changed amounts:
+2 (Main) -2 (SB) Cyclonic Rift

Darksteel Juggernaut fits in greatly and gives me an alternative way to win which I needed.
Artifacts pump him, Tezzeret can untap him after attacking and can even tutor for him.
Spellskite gives spell protection and Certarchs and Cyclonic Rift can clear the way. :)
