Your deck is too fair and too slow for modern. I get what you're going for but blue decks aren't going be cut off mana, they have too many cantrips for that. You don't put enough pressure on your opponent, you can't beat a planeswalker, and there's a lot of fetchlands you can't blow up. My last note is that you're working too hard to make boom/bust work, you have 8 lands that do nothing but let you do boom on turn 2, they are bad and ruin your mana, just play fetchlands and mana dorks, it will lead to a lot more turn 2 lands blowing up. As a great magic player once said don't work hard for your value when other cards already give it to you for free.
