Eh, Mono Blue and Izzet both play around 20, with some Stormbound Geist in the board. I'd consider running Counterspell, Preordain, and Journey to Nowhere though.

thx for the advice i will swap out 2 dispel for 2 counterspell
4 brainstorm for 4 preordain.

I'm not sure 'bout journey to nowhere tho
