Rafiq Aggro/Control EDH semi Budget

This is what i built with cards i own. The manabase is certainly not the best.
What cards should i add or cut, with a small Budget?
I hope i subdivided the deck correct.
Gaddock Teeg is in the deck, thats the reason why i have chosen non creature spells under 4 mana and i think it makes the deck faster.

I run a Rafiq deck for commander myself and if there is one thing any Rafiq deck should run, its Finest Hour. That card has been the nail in the coffin so many times when i am looking to one punch in a multiplayer game.
